New Referencing Recommendation

We have created a new page outlining our suggested referencing practice for the PSMSL tide gauge data set. The largest change from the past recommendation is including a date in the reference. All tide gauge data pages currently include an "Extracted from Database" date, and this date should be included in citations. The zip files of the complete data set contain two files with this information. The first is entitled "extracted_from_database", which contains the date, and the second is "reference.txt", which includes the text from the webpage.
